It's a big, hulky character sixtyish actor with a Mount Rushmore chiselled face who also plays tough, uncompromising roles - but never cops. More like judges, stern grandfathers and rightwing nutjobs. But, you know, with integrity. :)

My wife keeps doing this - you know, "what's the name of that actor who always looks so sullen who once was in a movie where a lot of people shot each other?" - and I swore I'd never do it. But there you are: here I am, being annoying.
The character actor I'm thinking of does a lot of TV as well as the odd film. He has a long face and a gruff voice; he looks distinguished in a redneck way. He does Southern accents perfectly. His demeanour is always severe and disapproving. If he ever smiled, I missed it. His scenes are always short but the last shot is always of him, scowling.
He's a lot like J.Lee Thompson, but taller and less brutal. I remember him slamming dossiers shut; suspecting whatever's been said to him; kind of regretting he's mixed up in whatever intrigue is extant.
He looks exactly like the gorilla and, yes, I won't sleep well until I have his photograph and name. Sad but true. ;)

Ken Howard
When I was a boy, I so wanted to play for Coach Reeves at Carver High. Maybe it's because my dad looks (and acts) somewhat like a black irish version of Ken Howard. At any rate I can still name all the players: Coolidge, Thorpe, Reese, Hayward, Gomez, Salami, Goldstein, Jackson, Vitaglia. The last season they added: Rutherford, Coughlin, Franklin, & Stone.
I realize that knowing all this makes me the king of dorkland. But I'm very sad that the only place I can catch reruns of that show is on ESPN classic at like 2am.
Plus it had a boss theme song.

Sounds like a perfect description of Fred Gwynne as Judge Haller in My Cousin Vinny.
